Social Accountability Advisor – Remote
Working at project location – In this role, you will provide on-site support in the project location and/or VSO office, (full-time unless otherwise specified) for a set period of time.
Provide support and capacity building at the country level and to VSO staff, consortium partners, Civil Society Organizations, especially youth-focused/led organizations to enable them to: 1. gain skills and knowledge in social accountability relevant to the needs of the Intersectionality Sexual and Reproductive Health and Rights programme; 2. Have the necessary tools for undertaking social accountability activities within the programme; 3. Raise awareness and promote dialogue among different stakeholders to respond to the needs and priorities of vulnerable youth with compounded vulnerabilities across the programme; and, 4. To engage and mobilise vulnerable youth groups to lead their own advocacy agendas
Skills, qualifications and experience
- Participate in analysis of the national context to identify context-specific opportunities and gaps in the Social Accountability space in relation to SRHR and SRH service delivery.
Based on the context analysis, determine the context-specific SA interventions required
- Establish key social accountability issues that hinder youth with compounded vulnerabilities such as disabled and other marginalized youth to achieve a better sexual and reproductive health and establish service-related factors.
- Lead country-specific SA related studies, evidence gathering and learning, leading.
- From this baseline, and from the results of the country social inclusion and gender analysis, work with VSO staff and partners to develop a country-specific response that will promote positive sexual and reproductive health for vulnerable youth.
Assessment of partner capacities to undertake the planned interventions (assessment tool, analysis and reporting)
- Determine the capacity needs of target partners and stakeholders in the country to support in design of capacity building interventions.
Development of capacity building material (training manuals)
- Design Social Accountability content and training for VSO staff and Civil Society Organisations (CSOs) at different levels.
Capacity building webinars and trainings
Build capacity of VSO staff and CSOs to effectively engage duty bearers in dialogue and to build the capacity for these CSOs to have primary actors understand their SRH rights and privileges
Development of implementation tools and guidelines
- Contextualize Social Accountability tools to the country context and align them with the local service delivery obligations
Mentorship and hand-holding support
- Support the operationalization of Social Accountability tools across the Intersectionality programme within the country.
- Support CSOs to organise meetings between primary actors and duty bearers.
- Support the intersectionality programme and the youth networks to collect Social Accountability data using online and other means and generate reports of the same.
- Support the networks to organize innovative and interactive sessions with duty bearers and generate action plans from the sessions.
- Support linkages to policy and campaigns as well as integrating technical programming and approaches.
- Support networks through coaching and mentoring to act on the action plans.
- The job holder will also work with the SA international volunteer and SA teams at regional and global levels.
- Engage across all the core approaches technical teams
- The volunteer might support other VSO projects on Social Accountability.
Skills, Knowledge And Experience
Essential criteria (must have to be able to carry out the role successfully)
- At least a bachelor’s degree in a related subject preferably Policy, Political Science, Law, Gender or Development studies.
- At least three years’ experience in advocacy and policy space as well as developing responses to SRHR issues in a development context.
- Demonstrated ability to effectively convene, coordinate and communicate with a diverse range of stakeholders and identifying their needs and using their own voice to express their priorities.
- Strong background in participatory community consultation.
- Experienced in designing and delivering community consultation programmes.
- Excellent organisational skills.
- Ability to work with minimal supervision.
- Excellent written and communication skills especially when explaining complex concepts to audiences of different levels.
- Proven ability to train, coach and supervise others.
- Building and sustaining working relationships: foster teamwork and collaboration with others for the benefit of a common goal.
- Open-minded and respectful: a non-judgmental approach that values other people and culture.

As a VSO volunteer, you will be sharing your skills with local communities on a full time basis. VSO will cover your travel, vaccinations, accommodation, and medical insurance costs, along with a local living allowance which will be paid in local currency. This allowance meets reasonable living expenses in country, but will not be enough to send money home. You will also receive some financial support to contribute to your on-going expenses at home.
VSO works with some of the poorest communities in the world which means accommodation varies and will be basic.
