Shift Commander: Security Services (Two positions)

About The Job

The CSIR has a vacancy for a Shift Commander in the Facilities Management and Security Services (FM&SS) portfolio. The incumbent will be responsible for the management and command of a physical security shift to ensure a safe and secure working environment. The responsibility for overall shit command includes the protection of CSIR property/ assets and people (employees, contractors, tenants and visitors) through access and egress control, monitoring of functionality of security systems, control room operations, emergency response handling, overall shit management and compliance to National Key Point (NKP) and Safety, Health, Environment and Quality (SHEQ) requirements. This position is based in Pretoria.

Key Responsibilities

Access and Egress Control

  • Conduct physical search of vehicles in line with CSIR procedures to ensure that no prohibited/ undeclared items and substances gain access or exit CSIR premises;
  • Maintain strict access control by ensuring adherence to Access and Egress procedure of CSIR, which include CSIR employees, visitors, tenants and contractors;
  • Manage the patrolling of CSIR premises, critical facilities and the perimeter and generate patrol records/ reports to minimize security breaches;
  • Oversee maintenance of Security Control Room equipment to ensure that they are functioning effectively e.g. cameras, alarms, energizer, lighting etc;
  • Generate incident reports of access and egress, patrolling and the Control Room to resolve access control challenges involving clients at various levels.

Management and Monitoring of Security Surveillance Systems and Equipment

  • Manage the deployment and daily functioning of security systems (e.g. cameras, electric fencing, gates, lighting, access points, computer systems, etc) to detect and counter any act of intrusion;
  • Conduct quarterly surveillance systems audits and maintenance records to ensure adherence with security standards;
  • Control access and use of Firearms including ammunition to ensure compliance with CSIR regulations and Firearms Control Act;
  • Manage the physical security assets (including vehicles, patrol monitors, weapons and any other equipment to ensure safety of personnel and assets of the organization).

Shift Management

  • Oversee the management of a Shift to ensure effective staffing, deployment, quality of work, work discipline and staff availability as per Service Provider Contract;
  • Manage proper handover procedures from one Shift to the next to ensure smooth shift transition for business continuity;
  • Perform shift team appraisals to assess work stands (e.g. uniform), ethos, wellness issues and team cohesiveness to observe Service Provider Contract with CSIR.

Security, safety, health and environmental incidents and emergencies response management

  • Maintain Security Incidents Reporting Register to ensure that all Security incidents are reported, recorded, actioned, evaluated and preventative measures adopted;
  • Respond to emergencies in line with the CSIR emergency and response plan;
  • Oversee optimal functioning of CSIR Reaction force (service provider) in line with Service level agreement to promptly attend to emergencies.

Compliance with Security Standards (Statutory)

  • Monitor Service Provider compliance with the National Key Point Act (NKP) and associated regulations by ensuring that they display PSIRA cards, random inspection of files, etc.
  • Monitor Security Officers’ adherence to Security Work Standards and deployment to their posts and numbers on a daily basis to ensure clean audit;
  • Report all activities and performance of a Shift to ensure effective service delivery;
  • Oversee training of security personnel to meet NKP standards (e.g. shooting) by keeping abreast with NKP standards and ensuring that they receive the necessary training.

Human and Asset Management

  • Ensure the health and safety of all deployed Officers by reporting unsafe working conditions;
  • Manage discipline within the team in conjunction with Service provider to ensure effective working relationships;
  • Ensure the allocation of work to team members in line with service level agreement for optimal service delivery;
  • Manage conflict amongst team members to encourage healthy working relations;
  • Ensure allocation of resources to subordinates to ensure to maximise performance;
  • Safekeeping of all assets used during a Shift (e.g. vehicles, firearms, patrol monitors etc).

Qualifications, Skills And Experience

  • A National Diploma in Security/ Risk Management with at least five years’ experience in physical security operations and Shift management, including a sound track record in:
    • Knowledge of Physical Security Shift Operations;
    • Report writing skills;
    • Communication on various levels;
    • Knowledge of Labour Relations Act 66 of 1995;
    • Knowledge of Criminal Procedure Act 51 of 1997;
    • Knowledge of South African Constitution;
    • Knowledge of Strategic Intelligence Act;
    • Knowledge of Minimum Information Security Standards (MISS);
    • Threat and Risk assessment skills;
    • Problem solving skills;
    • Interpersonal skills.
  • PSIRA Grade B and Control Room Operations PSIRE Grade;
  • Fire arm Competency;
  • Excellent communication skills (verbal and written);
  • Must be in possession of a valid Driver’s License.
