Position: Monitoring and Evaluation Officer

Duty station: Isingiro
Duration and type of contract: 4 Months (Renewable)
Role And Responsibilities
Planning and Maintaining M&E Systems
- Coordinate processes to establish and maintain program level M&E systems
- Support and contribute to the development of a data management system through documentation, implementation and coordination of standardizes information flow of M&E activities and reporting
Program Support
- Support in standardizing M&E across projects
- Support in developing data collection methodology and tools, and in actual data collection, as needed
- Support in data management and development of clear information flow between program and M&E staff, as needed
- Ensure that monitoring data are reported in a timely manner to relevant program and managerial staff
- Capacity building and training of program staff on M & E technical and conceptual areas, as needed
- Coordinate regular program review meetings to facilitate dialogue and learning on project/program Implementation
- Liaise with peer organizations and M & E staff in partner agencies to facilitate lessons learned and coordination
- Support the consideration, inclusion, collection and analysis of indicators related to cash-based interventions and market based approaches within (and across) NRC, where appropriate.
- Contribute to the identification of opportunities to implement cash-based interventions and market based programmes.
- Support the analysis of qualitative information/data collected during FGD or meetings involving the communities we serve (community based protection programming).
- Maintain project indicator M&E databases; as well as the project level standardized M&E indicator database aligned to the CO Strategy results framework.

Qualifications, Skills And Experience
- Candidate must hold a university degree in Monitoring and Evaluation, economics, rural development or in other related fields.
- At least 3 years’ experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development.
- Experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods
- Basic knowledge and understanding of international standards, and protection fundamental concepts and guiding principles (desirable).
- Strong data analysis skills (qualitative and qualitative data analysis)
- Understanding of data and information needs for programme management and decision making (essential);
- Proficiency in MS Office package (Essential);
- Excellent English and local/refugees languages both written and verbal skills (essential);
- Good communication and interpersonal skills
- Strong organisational and team working skills.
- Knowledge of data analysis principles and software (ideally SPSS, STATA, R, Power BI).
- Familiarity with mobile data collection platforms (like Kobo Collect, ODK, etc.)
- Previous experience with Education, Livelihoods, Cash Based Programming, WASH, Community Based Protection and/or behavior change programming preferred.
