Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofan’s, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.
Summary Of Key Functions/accountabilities
- Support information management and quality assurance in the CAAC thematic area
- Conduct daily monitoring, documentation and verification of incidents of grave violations against children and related child protection concerns in Sudan.
- Support the strengthening of partnerships for reporting incidents, notably CTFMR members including through remote follow-up with UNICEF colleagues, CTFMR members and other relevant stakeholders. Engage with UNITAMS focal points, in coordination with the MRM-CAAC Specialist.
- Support all UNICEF CP officers in field offices and other relevant stakeholders in receiving information and ensures information is systematically stored in the database. Provide technical assistance to field offices; support field office through missions as needed and when gaps are identified.
- Manage the existing information management system MRMIMS+, including data entry, quality check, extracting reports and analysis using excel. Store information securely.
- Provide guidance and technical support on information management related matter to the MRM work at national level and to the data entry in MRMIMS+ at state level.
- Brings any issues or matters of concern regarding the IMS to the supervisor, recommends appropriate courses of action and implements the recommended action.
- Coordinate with MRMIMS+ global focal point for creating and managing MRMIMS+ users.
- Support MRM-CAAC Specialist in facilitating training sessions on monitoring and reporting mechanism per UN Security Council resolutions 1612 and 1882 with regards to data management.
- In coordination with the MRM-CAAC Specialist, proactively liaises with UNITAMS and any other members of the Sudan Country Task Force on Monitoring and Reporting and other relevant stakeholders for appropriate data collection and entry, as needed.
- Support the preparation of MRM quarterly and annual report. Generates graphs quarterly and reports monthly as and when required by programme staff.
- Support CTFMR in the implementation of action plans or road maps between United Nations and parties of conflict.
- Support work in the CAAC thematic area (including potentially visits, events, and reintegration of children), as and when required by programme staff.
- Maintains strict confidentiality in all aspects of the work.
- Undertakes any other related tasks assigned by supervisor.
- Support Child Protection Information Management
- Manage UNICEF 5Ws matrix for mapping and monitoring the child protection interventions and results for existing outputs.
- Coordinate with UNICEF field offices for monthly 5Ws input, review and clear their inputs.
- Provide quarterly input for UNICEF CP 5Ws for CP AoR IMO.
- Review UNICEF Global Strategic Monitoring Questions (SMQs) and align it with 5Ws WHAT category.
- Support CP section with any other information management tasks.
- Support the remaining parts of the roll-out of PRIMERO/CPIMS+ with close coordination with CP AoR coordinator and AoR IMO.
- Support state level ToT training on Case Management / CPIMS+.
- Represent UNICEF in CP case management task force and CP AoR monthly meeting.
- Provide periodic reports on the progress of the roll-out of PRIMERO/CPIMS+.
- Oversee interoperability between CPIMS+ and MRMIMS+
To qualify as an advocate for every child you will have…
- University degree in computer science, knowledge management, international development, human rights, international law or related field is required.
- A minimum of 2 years of relevant professional experience, preferably in humanitarian and development information management or research and data analysis,
- Work experience with the UN system and/or INGO is an asset.
- Previous humanitarian child protection experience in fragile and conflict-affected countries is required.
- Solid understanding of and previous experience of the UNSC 1612 Monitoring and Reporting Mechanisms on Grave Violations against children is required.
- Proven track record of implementing trainings considered an asset.
- Advanced computer skills required: notably, strong knowledge of Microsoft office such as Word, Excel, Access, PowerPoint, Publisher, One Drivel power BI; internet navigation.
- Previous work with relevant databases and technical tools including MRMIMS+ and PRIMERO considered a strong advantage
- Solid data base management principles
- Knowledge in GIS tools considered an added asset
- Solid team player with the ability to easily interact with all relevant child protection colleagues at UNICEF (Khartoum and field offices) as well as in UNITAMS and the wider UN family actors holding roles under the CAAC-mandate,
- Strong sense of integrity and protection of confidential information,
- Cultural and gender awareness and sensitivities; including understanding own limitations when dealing with sensitive cases.
Fluency in English is required. Proficiency in Arabic is considered a strong advantage.
Duty Station and Travel
Post is based in Khartoum, but incumbent is expected to spend part of his/her time supporting work in the field offices/states including i.a. field missions to affected populations, trainings as needed.
